3-way valve actuator question

I'm grappling with trying to understand how these valves work. I have a pool with attached spa and spillway. The pool is open year round, but in the winter I keep solar blankets on the pool to retain the heat. I'd like to turn off the spillway for most of the day to avoid heat loss, and maybe run it for 30 mins just to refresh the water in the spa. The pool is 3 years old and is equipped with a Pentair Intellitouch controller. The actuators are Pentair CVA-24.

I have 3 valves on the system. One controls the solar heat, one is before the pump and moves when the spa is set to operate (all water comes from the spa), the other is between the spa and pool return. This latter valve is set halfway except when the spa is on and then it returns just to the spa.

What I would like to be able to do is control the valves so that no water is pulled from or returned to the spa. Seems to me that the mechanicals to do that are in place, but I can't figure out how to set up the controller to tell it to move the actuators a different way. Is this possible?

Also, this needs to be automated since I am not at the property most of the time.
