I have a sam pool light 120v  #600015    .The light color wheel does not turn.

I could not find info at time so I bought a color wheel motor. I installed it and it did NOT fix it.

I found this web site and saw a way to check it.  It has 13volts A.C going into color wheel  board ( #619366)and nothing coming out on the to end pins at the board 4 pin connector.  Did I check it correctly? If so,

Where can I get a new board and what is cost???

The only electrical parts that are replaceable on that light are the bulbs and the motor.  If you don't have power coming out of the motor controller, the entire light will have to be replaced.  The controller is not meant to be replaced, so it is submerged in the light's epoxy sealant (the black stuff).
