Depends on why it is getting stuck, and how it is getting stuck.

1) What model do you have?
2) Is it getting stuck there because of suction, or seems to get trapped in your step area?
3) Are you using the vacuum regulator that came with your vacuum?
4) is you vacuum sharing your skimmer, or does it have its own vacuum port on the wall of the pool?
