I can just imagine that conversation. DA: "Yes sir Mr. Pool Contractor. We'll stop pursuing violent criminals & child predators & get right on that low life that installed that energy hog of a pool pump."

Hey Big Dave, I talked with the State of California during the Pentair class in Feb of this year and the only enforcement at this time will only come from the trade. Example if I find a company or different companies installing one speed pump I will have to go to the district attorney to turn them in and if they are unlicensed I also have to turn them to the CSLB. I was told that the only enforcement at this time will be done by the DA.
I would like to see the consumer held responsible for purchasing the wrong pump or even hiring that no lic guy by some sort of fine. However that is only to say if the consumer was not lied to by some unprofessional hack.
The fight continues.
